Residents of Irkutsk in Siberia recorded a public appeal asking Russian authorities to seek Chinese funding for the construction of a new school. While Russian officials continue to drone on about “greatness,” “self-sufficiency,” and a “new global order,” many regions across the country continue to struggle with basic infrastructure problems.
