A proposed constitutional reform in Russia’s North Caucasus has revived fears that Moscow is preparing to eliminate the remaining autonomy of its ethnic republics.
The amendments would remove guarantees protecting Kabardino-Balkaria’s statehood and territorial integrity. For the Kremlin, the changes are another step toward bringing regional law under complete federal control. For Circassians, they reopen memories of conquest, deportation, and the gradual dismantling of their political rights.
