City of Tshwane | Invoked by-laws on access to public places


The City of Tshwane says municipal by-laws do not allow churches to operate along busy roads, under bridges, or in open public spaces without permission from the municipality. South Africa has seen a trend where informal churches operate along busy roads, highways, near riverbanks and in open veld which has raised safety concerns for both congregants and motorists. The city has highlighted the busy roads including the R80 Mabopane Highway, R101 and M39 which has some of these churches along the busy roads. Tshwane Community Safety MMC Hannes Coetzee says many of such gatherings operate illegall and without the required municipal approval.
