Pakistan-administered Kashmir is experiencing one of its biggest political crises in years. At its center: 12 assembly seats reserved for refugees and their descendant who fled Indian-administered Kashmir after Partition — but who now vote from hundreds of kilometers away, in cities across Pakistan. Protesters say the seats let Islamabad control who governs Kashmir. The government says they’re constitutionally protected and tied to Pakistan’s decades-long position on the Kashmir dispute.
