Putin running out of recruits – and easy options for where to find them | Brent Sadler
Russia and Ukraine both struggle to recruit soldiers, but until recently, a system of incentives managed to keep the Russian army supplied with enough recruits to at least make up for the frontline losses. But with recruitment from financially depressed communities drying up, Putin may be forced to begin looking for cannon fodder from larger cities and among the more upwardly mobile population.
“That’s where the political challenge is. And with the attacks that the Ukrainians are doing on the oil refineries and very big displays on the outskirts of Moscow and Saint Petersburg, it’s really bringing the war to the Russian people in a way they haven’t really seen since the beginning of this conflict,” Brent Sadler, Senior Fellow at The Heritage Foundation, told TVP World, believing that this could cause resistance among the populace. “I think that’s what’s really in the calculus and why there’s going to be resistance. And it may be a fracture point in Putin’s regime over yet another mobilization with no real changes on the battlefield.”
He added that while Russia got better at controlling the movement of military-aged men out of Russia, this could actually work against the Kremlin.
“I think that by holding that population and pushing them into military service, it actually might agitate resistance to Putin, however small,” Sadler said. “The question is, will it be effective to exact a change in tact or change in leadership in Moscow?”
