A sudden pledge of more US troops for Poland is causing confusion. There have been weeks of conflicting statements from the Trump administration about reducing the United States’ military footprint in Europe. Poland and NATO welcome the announcement. But there are lots of questions about America’s security guarantees and reliability as an ally.
