Turkey’s summit of Turkic states was supposed to showcase unity, but two developments complicated the proceedings. Azerbaijani President Ilham Aliyev did not attend, amid public disagreements between two longstanding allies over school dress rules and relations with Israel. Meanwhile, Kazakhstan’s President Kassym-Jomart Tokayev suggested giving Russia a role in the Organization of Turkic States. Moscow has not publicly announced a bid to join, and Azerbaijan and Turkey continue cooperating closely on defense, energy, and trade.
