Timor Leste’s prime minister on climate justice, global leadership and optimism for the future

One of only two world leaders to make it to this month’s pre-COP31 meeting — co-hosted by Fiji, Tuvalu and Australia — Timor-Leste’s President José Ramos-Horta has always been a vocal advocate of what he calls ‘climate justice’.

In Sydney, on the anniversary of the Balibo Five killings, Ramos-Horta also took aim at the United States, saying it had lost its way on global leadership.

The 77-year-old president may be the leader of one of the world’s youngest democracies, which has a median population age of 22, but he says he plans to stick around.
