While police commissioners pose behind tables stacked with contraband for the cameras, the reality is that Australia’s tobacco enforcement strategy has no meaningful disruptive effect on the organised crime-controlled black market. And so the firebombings continue. The smuggling continues. And Australians keep paying the price.
