Mnisi insists sharing confidential tender processes with Nkosi does not imply manipulation


There has been a heated exchange between suspended City of Tshwane Chief Financial Officer, Gareth Mnisi, and Senior Counsel Advocate Sandile Khumalo over a controversial tender awarded to Gubis 85 Solutions, a security firm owned by Calvin Mahlangu.

Evidence presented before the Madlanga Commission of Inquiry shows that Gubis 85 Solutions received more than R59 million in payments from the city for ad hoc security services between July 2024 and June 2025.

Khumalo questioned the suspended CFO about his involvement in sharing tender purchase orders with Gauteng Organised Crime Unit Sergeant Fannie Nkosi.

Mnisi testified that sharing tender procurement processes with Nkosi does not imply tender manipulation.
